Village of Edmore operates under the Village Manager form of government, in which an elected council, consisting of a president and six council members, hires a professional manager to oversee the day-to-day operation of government services and programs. In Village of Edmore the council is known as the Village Council, and the chief elected official as the Village President.

The village manager form of government, also known as the council-manager form, combines the leadership of elected officials with the experience of a professional manager who acts as the administrative and executive head of the government. The elected officials set Village policy, approve the tax rate and annual budget. The manager serves in the capacity set out by State of Michigan statute as the Village Council’s chief adviser, carrying out its policies, recruiting and hiring the government staff and preparing the annual budget for the Council’s approval. As such the Village Council retains power vested in it by the voters, and employs the manager as its full-time executive who carries out the Council’s decisions.
